Our Mission

The 23rd Judicial District Crime Victim Compensation Board seeks to ease the financial burden unfairly placed on victims due to the commission of crimes while preserving the privacy and dignity of the victims and their families.

Who We Are

Crime Victim Compensation (CVC) is a program created by Colorado state law to provide financial assistance to individuals with certain losses resulting from “compensable crimes”. Not all crimes or losses are eligible for CVC funds and additional eligibility requirements may exist. Please find CVC program contact information below for questions regarding eligibility.

Each Colorado Judicial District has a separate CVC program and applications for CVC are accepted in the Judicial District in which the crime occurred. The 23rd Judicial District serves victims of crimes reported on/after January 1, 2025, within Douglas, Lincoln, and Elbert counties.

Funds used by CVC are collected from adults and juveniles convicted of crimes in the 23rd Judicial District. CVC does not use tax dollars.

All funding decisions are made by a three-member Board comprised of volunteers from the local community. Board members serve three-year terms.

What is a Compensable Crime?

Pursuant to C.R.S. 24-4.1-102(4)(a), a compensable crime is defined as:

An intentional, knowing, reckless, or criminally negligent act of a person or any act in violation of 42-4-1301(1) or (2) that results in residential property damage to or injury or death of another person or results in loss of or damage to eyeglasses, dentures, hearing aids, or other prosthetic or medically necessary devices and which, if committed by a person of full legal capacity, is punishable as a crime in this state.

Compensable crime also includes, but is not limited to, any state offense that is a crime pursuant to section 24-4.1-302(1) and any federal offense that is comparable and is committed in the state of Colorado.

Who is Eligible?

Any person against whom a compensable crime is perpetrated or attempted is eligible to apply for CVC funding.

Additionally, any person who:

  • Attempts to assist or assists the primary victim.
  • Is a relative/dependent of a primary victim or has a family-type relationship with a victim.
  • Is a resident of the 23rd Judicial District and is a victim of a compensable crime that occurred in another state or country where CVC is not reasonably accessible.
  • Is a resident of the 23rd Judicial District and is injured or killed by an act of international terrorism.

Please note, you do not need to be a resident of the 23rd Judicial District, but the crime must have occurred in the 23rd Judicial District to be eligible.

What Can We Assist With?

Eligible losses are determined by Colorado law and assistance is contingent on the availability of local funds. Approval of funds is not guaranteed.

The CVC Board may assist with:

  • Medical/dental expenses
  • Mental health counseling
  • Loss of earnings (not covered by paid leave)
  • Loss of household support and dependent care
  • Replacement services lost
  • Loss of support to dependents (in cases where the primary victim is deceased)
  • Crime scene cleaning
  • Funeral/burial
  • Certain travel expenses
  • Relocation for immediate safety concerns
  • Repair/replacement of medically necessary devices (eyeglasses, dentures, prosthetics, etc.)
  • Repair/replacement of exterior residential doors, locks, and/or windows and residential safety modifications
  • Certain motor vehicle expenses

Eligibility Requirements

The CVC Board may waive some of the following eligibility requirements if good cause exists:

  • The victim sustained a mental or physical injury, death, or damage to exterior residential doors, locks, and/or windows as a result of a compensable crime.
  • The crime occurred within Douglas, Lincoln, or Elbert counties and was reported on or after January 1, 2025.
  • The crime was reported to law enforcement, or the victim completed a forensic exam with a licensed medical provider.
  • A completed application was submitted to the CVC Board.
  • The victim has reasonably cooperated with law enforcement in the investigation, apprehension, and prosecution of the alleged offender.
  • The injury to or death of the victim was not the result of the victim’s own wrongdoing or substantial provocation.

General Program Information

There does not need to be an arrest or charges filed to be eligible for CVC.

Claims for CVC may not exceed the statutory limit of $30,000.00. The Board has adopted more specific policy limits for individual loss categories.

Submission of a completed application does not guarantee approval of CVC funds. The Board will review requests within 45-60 working days from the receipt of a completed application.

Victims will be notified of all Board decisions concerning a request for CVC funds. The victim has the right to request reconsideration from the Board.

CVC will not compensate for damage or loss of personal property, loss of cash, damage to motor vehicles, or pain and suffering.

Mental health service providers interested in being added to the 23rd Judicial District CVC referral database should contact the CVC program for additional information.

Victim & Witness Assistance and Law Enforcement (VALE) Board

VALE is a program created by Colorado state law to offer grant funding to agencies providing services to crime victims within the 23rd Judicial District. For an agency to be eligible for VALE funding it must either:

  • Implement the Colorado Victim Rights Act

OR

  • Offer crisis intervention services, victim service referrals, victim assistance programs, and/or counseling.

Agencies interested in applying for VALE funds should contact the CVC/VALE Director.
